Charrington is the supposedly kindly old man who runs an odds-and-ends store outside of the main citizens compound, amongst the rundown district of the ‘proles’. It turns out he’s not such a nice guy – he’s a plant for ‘The Party’, and is specifically there to attract potentially subversive citizens who are start asking interesting questions.
