Joh Fredersen is the leader of the city of Metropolis, and maintains control by keeping the workers in a state of subservient slavery, whilst maintaining the isolation of the upper-classes so that they are unaware of how the city is run.

Joh confronts his son Freder:

Joh: What were you doing in the machine halls, Freder?

Freder: I wanted to look into the faces of the people whose little children are my brothers, my sisters… Your magnificent city, Father – and you the brain of this city – and all of us in the city’s light… – - And where are the people, father, whose hands built your city —?

Joh: Where they belong…

Freder: In the depths…? What if one day, those in the depths rise up against you?

Joh becomes suspicious of his son’s movements, and so he hires ‘Slim’ to keep track of him:

Joh: Beginning today, I wish to be kept informed of every step taken by my son.

Joh and Rotwang examine the mysterious map plans that keep appearing in the possession of the workforce:

Rotwang: - it is a plan of the 2000-year-old catacombs deep below the lowest levels of your Metropolis.

Joh: (concerned) I should like to know what my workers are doing in the catacombs.

Joh hatches his plans for the creation of an agent provocateur:

Joh: Rotwang, give the Machine-Man the likeness of that girl. (Maria) I shall sow discord between them and her! I shall destroy their belief in this woman –!

Slim reports on the progress of Joh’s plan:

Slim: Only their hope for a mediator is keeping the workers in check.

Joh: Whatever happens tonight, it is my express order to let the workers do as they will…

Further updates from Slim, now that Joh’s plan has unfolded and brought chaos to Metropolis:

Slim: Do you know that your son is among the workers?

Joh: I must know! Where is my son?!!!

Slim: Tomorrow, thousands will ask in fury and desperation: “Joh Fredersen, where is my son -!”
